Technology designed for use by astronauts works to save trapped miners

ScienceDaily (Sep. 28, 2012) ? A technology designed for use by astronauts in the hazardous environment of space has found a lifesaving use in another dangerous occupation, but this time on Earth, or rather under it: coal mining.

Paragon Space Development Corp. of Tucson, Ariz., is providing the air revitalization system it matured under a NASA Space Act Agreement to Mine Shield LLC of Lancaster, Ky., for use in its underground miner refuge chambers. These air-tight metal chambers are used by miners as lifesaving havens when trapped underground, providing air, water and food until rescued.

"This is a great example of NASA investment fostering entrepreneurial activity in other markets," said Phil McAlister, director of NASA's Commercial Spaceflight Development in Washington, D.C. "The technology was developed as part of an effort to stimulate the private sector to develop commercial space transportation concepts and enable capabilities for future commercial support of human spaceflight with U.S. taxpayer dollars and Paragon's private investment. The company then found another market for it, leading to the development of a new commercial product and service, which will help save the lives of American miners."

In 2010, NASA began to invest in the commercial sector's capability to support transport of crew to and from low Earth orbit. During this initiative through a Space Act Agreement, NASA invested approximately $1.5 million of American Recovery & Reinvestment Act of 2009 economic stimulus funds in Paragon to mature its air purifying system.

Astronaut survival in space depends on a continuous source of breathable air. Paragon improved its design, manufactured and tested an engineering development unit that controls carbon dioxide, humidity, trace contaminants, airborne particulates, air circulation and cooling. Key elements of this technology could play an important role in the life support systems for future deep space exploration missions.

"Our air revitalization system recycles the air by using a series of scrubbers, filters and catalysts that purify the air over and over again," said Taber MacCallum, chief executive officer of Paragon. "The fact that this system, which was developed for human space exploration, has other important applications here on Earth shows how NASA and space exploration energizes American innovation."

Paragon was approached by the U.S. Department of Labor's Mine Safety and Health Administration to see if the NASA-developed technology could be used to improve the safety and effectiveness of mine refuge chambers.

Stronger Sales, Traffic Bolster Restaurant Performance Index in August

Same-store sales rose for the 15th consecutive month; Restaurant operators are somewhat more optimistic about the economy

WASHINGTON, Sept. 28, 2012 - Buoyed by stronger same-store sales and customer traffic levels, the National Restaurant Association?sRestaurant Performance Index (RPI) posted a modest gain in August.? The RPI - a monthly composite index that tracks the health of and outlook for the U.S. restaurant industry - stood at 100.6 in August, up 0.4 percent from July and the first increase in five months. August represented the tenth consecutive month that the RPI stood above 100, which signifies continued expansion in the index of key industry indicators.

?Growth in the RPI was driven largely by improving same-store sales and customer traffic results in August,? said Hudson Riehle, senior vice president of the Research and Knowledge Group for the Association. ?Six out of 10 restaurant operators reported positive same-store sales in August, while customer traffic readings bounced back from July?s net decline.?

?In contrast, the Expectations Index remained dampened compared to recent stronger levels, with restaurant operators retaining a cautious outlook for sales growth and the economy in the months ahead,? Riehle added.

The Restaurant Performance Index is constructed so that the health of the restaurant industry is measured in relation to a steady-state level of 100. Index values above 100 indicate that key industry indicators are in a period of expansion, while index values below 100 represent a period of contraction for key industry indicators.? The Index consists of two components - the Current Situation Index and the Expectations Index.?

The Current Situation Index, which measures current trends in four industry indicators (same-store sales, traffic, labor and capital expenditures), stood at 100.6 in August - up 0.8 percent from July?s level of 99.8. After dipping below 100 in July for the first time in nine months, the August reading represents a return to expansion in the index of current situation indicators.

Restaurant operators reported positive same-store sales for the 15(th) consecutive month, with August results representing a solid improvement over the July performance. Sixty-one percent of restaurant operators reported a same-store sales gain between August 2011 and August 2012, up from 53 percent who reported positive sales in July. In comparison, 25 percent of operators reported lower same-store sales in August, down from 36 percent in July.?

Restaurant operators also reported a net increase in customer traffic levels in August. Forty-seven percent of restaurant operators reported higher customer traffic levels between August 2011 and August 2012, up from 35 percent who reported positive traffic in July. In contrast, only 32 percent of operators reported lower customer traffic levels in August, down sharply from 46 percent in July.

Despite the uptick in sales and customer traffic, restaurant operators reported somewhat lower levels of capital spending.? Forty-one percent of operators said they made a capital expenditure for equipment, expansion or remodeling during the last three months, down from 46 percent who reported similarly last month.

The Expectations Index, which measures restaurant operators? six-month outlook for four industry indicators (same-store sales, employees, capital expenditures and business conditions), stood at 100.7 in August - unchanged from July?s level. Although August marked the 12(th) consecutive month that the Expectations Index stood above 100, it remained nearly two index-points below the post-recession peak reached in March.? ?

Restaurant operators remain generally optimistic that their sales levels will improve in the months ahead, as their sales outlook was essentially unchanged from last month. Forty percent of restaurant operators expect to have higher sales in six months (compared to the same period in the previous year), compared to 42 percent who reported similarly last month. Meanwhile, only 12 percent of restaurant operators expect their sales volume in six months to be lower than it was during the same period in the previous year, down slightly from 15 percent last month.

Restaurant operators are not as bullish about the direction of the overall economy, though their outlook improved somewhat from last month.? Twenty-nine percent of restaurant operators said they expect economic conditions to improve in six months, up from 22 percent who reported similarly last month.? Meanwhile, 20 percent of operators said they expect economic conditions to worsen in the next six months, while 51 percent think conditions will stay about the same.?

Restaurant operators? outlook for capital spending dipped somewhat from recent months. Forty-four percent of restaurant operators plan to make a capital expenditure for equipment, expansion or remodeling in the next six months, down from 49 percent who reported similarly last month.?

The RPI is based on the responses to the National Restaurant Association?s Restaurant Industry Tracking Survey, which is fielded monthly among restaurant operators nationwide on a variety of indicators including sales, traffic, labor and capital expenditures.? There are a number of things happening under the hood of Tropical Storm Ewiniar's clouds that have been deciphered by satellite data today, Sept. 28, 2012, and NASA's TRMM satellite has noticed one area of heavy rainfall remaining.

NASA's Tropical Rainfall Measuring Mission (TRMM) satellite noticed light to moderate rainfall around most of the tropical storm, with the heaviest rainfall east of the center of circulation. Rainfall in that area was falling at a rate of 2 inches (50 mm) per hour).

Tropical Storm Ewiniar has a partially exposed low-level circulation center, which opens the lower level of the storm to outside winds that can adversely affect it. Satellite data also revealed that there are bands of convective thunderstorms wrapping around the center from the southeast to the northern quadrant of the storm. Within that band, the strongest thunderstorms are on the eastern quadrant. In addition, microwave satellite data shows an eye feature today, Sept. 28.

As Tropical Storm Ewiniar continues to move northward it remains embedded in an elongated area of low pressure (called a trough) off Japan's east coast. The trough continues to bring strong westerly winds into Ewiniar at a rate of speed between 40 and 50 knots. Although facing this strong wind shear, Ewiniar continues to keep its tropical warm core.

On Sept. 28 at 0900 UTC (5 a.m. EDT, Tropical Storm Ewiniar's maximum sustained winds dropped from 55 knots (63.2 mph/102 kmh) to 45 knots (51.7 mph/83.3 kmh). It was located near 32.3 North and 143.5 East, about 280 nautical miles (322 miles/518.6 km) southeast of Tokyo, Japan and further away since Sept. 27. Ewiniar is moving to the east-northeast at 8 knots (9.2 mph/14.8 kmh) and is expected to turn to the northeast over the weekend of Sept. 29 and 30, and farther away from Japan.

Clegg pitches taxes on rich to rally Liberal Democrats

BRIGHTON, England (Reuters) - Britain may have to increase taxes on the rich to reduce its record budget deficit, Lib Dems leader Nick Clegg said on Wednesday, hoping to rally his centrist party behind him after a public apology that many found embarrassing.

The deputy prime minister has seen voters desert the Lib Dems since he agreed to form a coalition government with the Conservatives in May 2010. Polls indicate he faces disaster in the 2015 election unless supporters return.

Now ranked Britain's least popular political leader, Clegg has been mocked since releasing a video ahead of his party's annual conference apologising for breaking a campaign pledge not to raise university student fees, only to triple them once in power.

Swiftly re-edited by internet satirists who made Clegg sing "I'm sorry, I'm sorry" over and over again, the video has received more than 1.5 million clicks on YouTube, adding to his humiliation.

In his main speech of the conference, Clegg defended his decision to back the unpopular austerity cuts proposed by Prime Minister David Cameron's centre-right Conservatives, and pitched his party as a restraining force in the coalition.

"If we have to ask people to take less out or pay more in, we'll start with the richest and work our way down," he told party members in the southern resort of Brighton.

TAXATION TEST

He ruled out further cuts to the top level of income tax following a 5 pence reduction to 45 pence in the pound announced in an unpopular budget in March.

"All future cuts in personal taxation must pass one clear test: Do they help people on low and middle incomes get by and get on? It's as simple as that," he said.

But the conference - traditionally an arena to reassure supporters and gain domestic media coverage of key messages for voters - was overshadowed by his apology over tuition fees.

Coffee mugs decorated with Clegg's face and the words "I'm sorry" sold out swiftly from an exhibitor's stall in the seafront convention centre.

Clegg was once hailed as the herald of a new era of honesty in politics, but his failure to deliver a cornerstone policy promise in the Lib Dems' first experience of government has badly damaged their re-election prospects.

"Nick Clegg is one of the worst leaders the party has ever had, and is just politically inept, and is appallingly badly advised," party activist Roger Hayes, 59, said on the conference sidelines.

At a question-and-answer session, Clegg made a personal appeal for forgiveness to one member who challenged him on the party's fall from grace.

"No one has struggled with this more than I have," Clegg said. "No one has tried to be as upfront as publicly as I have in this last week about the fact that we were wrong. We made a mistake, for which I have apologised."

Clegg, 45, briefly ranked as the most British popular politician since wartime leader Winston Churchill after outshining his Conservative and Labour rivals in a pre-election television debate.

But the broken promise on tuition fees, which led to riots around parliament, and public anger over austerity measures have devastated his public reputation as a politician to trust.

IT'S THE ECONOMY

The fate of Clegg, his party and its Conservative partners may ultimately depend on an economy expected by most economists to contract this year despite government forecasts of growth.

But an ICM poll for the Guardian newspaper suggested the Lib Dems' popularity would rise by five points if Vince Cable, the left-leaning business secretary, took over as leader.

Current surveys suggest the party would lose up to half its 57 members of parliament if an election were held now, and that it will also lose more ground in local authorities, its grassroots power base, where it has already lost a third of its seats in two years.

While members at the conference grumbled, there was little enthusiasm for ditching Clegg before the 2015 election.

"The vilification has been quite ridiculous," said Jean Evans, 67, a former councillor from Chester, northwest England.

"The more people have been calling Nick ridiculous names, the more I have come to respect him, because he hasn't given up, he hasn't crumbled, and he has just got on day after day with his job. And I think that is tremendous."

Iran condemns U.S. removal of MEK group from terrorist list

DUBAI (Reuters) - Iran condemned the planned removal of the Iranian dissident group Mujahadin-e Khalq (MEK) from the United States' list of terrorist organizations, Iranian media reported on Wednesday.

U.S. officials said last week that Secretary of State Hillary Clinton had made the decision to remove MEK from the list, handing a political victory to a group once sheltered by Iraqi leader, and arch-foe of Iran, Saddam Hussein.

The group, also known as the People's Mujahideen Organization of Iran, calls for the overthrow of Iran's clerical leaders and fought alongside Saddam's forces in the Iran-Iraq war in the 1980s. It also led a guerrilla campaign against the U.S.-backed Shah of Iran during the 1970s, including attacks on American targets.

"By taking this step the government of America must be held accountable for the blood of thousands of Iranians and Iraqis assassinated by members of this sectarian group," said Ramin Mehmanparast, spokesman for the Iranian foreign ministry, the Mehr news agency reported on Wednesday.

The U.S. decision comes after years of intense lobbying by the MEK, which had seen many of its members stranded in Iraq even as the group fell out of Baghdad's favor after Saddam's downfall.

The United States added the MEK to its list of foreign terrorist organizations in 1997. But the group has since said it renounced violence and mounted a vigorous legal and public relations campaign to have the designation dropped, including endorsements by prominent former U.S. public officials.

The United States had repeatedly said its decision on the MEK's terrorist designation hinged partly on the group's remaining members leaving Camp Ashraf, an Iraqi base where they had lived for decades, and moving to a former U.S. military base in Baghdad from which they were expected to be resettled overseas.

Officials said last week that the final large group of dissidents had moved from Camp Ashraf to the new location, ending a long standoff with Iraqi authorities.

"The moving of the members of this terrorist group from Camp Ashraf to another place is not at all an acceptable excuse ... for the terrorist nature of this group to be ignored," Mehmanparast said, according to Mehr.

"If America removes this group, with a long history of terrorist actions, from its list, it would be a breach of its international obligations and undermine global efforts to combat terrorism."

Recreational boating and fishing community guardedly optimistic but firm on need for General Management Plan changes

WASHINGTON, D.C., September 27, 2012 ? Today, a coalition of national boating and fishing organizations, concerned with the long term health of and public access to Florida?s Biscayne National Park, sent a letter expressing appreciation for recent positive steps in the development of a General Management Plan for the Park, but reiterated concerns about the potential to unnecessarily close large areas of the Park to the public.

The coalition, comprised of the American Sportfishing Association, Center for Coastal Conservation, Coastal Conservation Association, Congressional Sportsmen?s Foundation and the National Marine Manufacturers Association, is optimistic that a positive outcome is possible based on recent and ongoing discussions between the National Park Service and the Florida Fish and Wildlife Conservation Commission in an effort to resolve differences and develop joint solutions for the park?s management plan.

Recently, the National Park Service and the Florida Fish and Wildlife Conservation Commission released a joint agency statement which says, ?Both agencies made progress to resolve differences and develop joint solutions. Discussions focused on the long term goals the park is trying to accomplish, as well as an analysis of possible management strategies for the proposed Marine Reserve Zone.? In August 2011 Biscayne National Park officials released a draft management plan that proposed to close up to 20 percent of the park?s waters to fishing. The park?s preferred alternative included a 10,000-acre marine reserve, or no-fishing zone, despite recommendations from stakeholders and the Florida Fish and Wildlife Conservation Commission that a marine reserve is overly restrictive. The coalition fully supports the Florida Fish and Wildlife Conservation Commission?s longstanding position that less-restrictive management measures should be implemented in the park.

?As representatives of America?s leading recreational fishing and boating organizations, we are highly interested in the management of Biscayne National Park, one of the country?s largest urban recreational fishing and boating areas. Biscayne National Park is a jewel in the national park system and helps support Florida?s $19 billion recreational fishing and boating economy and the associated 250,000 jobs,? the coalition stated in its letter.

This summer the National Park Service and the Florida Fish and Wildlife Conservation Commission agreed to reengage in the General Management Plan development process.? The coalition is hopeful that discussions between the National Park Service and the Florida Fish and Wildlife Conservation Commission will result in a management plan that balances resource conservation with public access including adequate areas for fishing. However, the coalition is concerned that the recent statement indicates that a marine reserve zone remains in consideration as a possible management activity which would create excessive and unnecessary fishing and water access restrictions.

?The onerous fishing closures proposed by Biscayne National Park officials are the latest in a disturbing trend of the National Park Service disregarding the importance of providing access to sportsmen on our nation?s public lands and waters,? said Jeff Angers, president of the Center for Coastal Conservation. ?Park officials have the opportunity to steer this GMP process for Biscayne National Park in a fair, balanced direction; we urge them not to waste this opportunity.?

?If the National Park Service?s goal is to improve the park?s fisheries and habitat, we firmly believe that there are other, less restrictive options that could effectively rebuild and sustain the park?s fisheries resources,? said Michael Kennedy,?Coastal Conservation Association Florida Chair Emeritus. ?The National Park Service should step back from the proposed marine reserve in the General Management Plan and continue to work with the FWC and local stakeholders to address these issues. Their proposed marine preserve is a fishery management tool which has no place in the GMP process. ?By slowing this process down and reviewing the variety of other tools available, we are confident that a plan can be reached that addresses the resource challenges in the park while still allowing the public to access the park?s waters.?

The European Parliament votes for minimum tax rates on royalties and

On September 11th?the European Parliament?voted in favour of introducing a minimum tax rate on interests and royalty income. This is a crucial step in the fight against tax dodging by multinational companies. Royalties and interest payments made between subsidiaries of the same company are two of the main instruments used by multinational companies to evade taxes, at the moment this is far too easy. The process works like this:

  1. A multinational company creates a shell company in a tax haven, where taxation is low or non-existent.
  2. The company transfers the ownership of a license or copyright or trademark to the shell company.
  3. The shell or empty company charges royalties to other companies owned by the group for using the license, trademark or copyright.
  4. Since it is very difficult to assess the value of a trademark, license or other intangible assets, the shell company can charge as much as it wants, thereby reducing profits (an lowering taxation) in the countries where the group operates and shifting them to a tax haven where they are untaxed.

Interest can be sued in a similar way when the company in the tax haven is created as a financing arm. It can extend loans to companies in the group and use interest rates, which are usually deductible in most countries, to shift income to the tax haven where they will be subject to low or no taxation. This is known as thin capitalisation

Both are common practices used by multinational companies. Some examples include a?US pharmaceutical company, the?brewer SAB Miller?and?Exxon.

Following the vote, the Green economic and finance spokesperson, Sven Giegold (MEP, Germany), stated that ?It is scandalous that EU governments are still failing to take action against businesses dodging their tax obligations in the member states in which they operate at a time when EU exchequers are under such pressure. The EP has today voted in favour of strengthening the draft legislation, with a view to prohibiting the current practice of companies channelling profits through different member states and tax regimes to avoid their tax responsibility. These ?legitimate? tax avoidance schemes like the ?Double Irish? and the ?Dutch sandwich? should be totally outlawed and member state governments should take on board today?s vote.?

This week there was also a vote on a revised?Accounting Directive?which requires large extractive, logging, banking, telecommunication and construction companies to report their payments to governments on country-by-country basis. In the last two weeks, the European Parliament has taken two crucial steps towards a fairer and more democratic economic system. The European Council should now hear the voices of people and make sure progress is not weakened during the negotiations.

Churchill Downs Inc. has filed suit against the entities that have majority ownership of Kentucky Downs, contending the defendants breached their agreement with CDI by converting debt securities into equity.

The action by Kentucky Downs altered CDI's ownership share, the suit contends, and the suit is seeking to have the defendants buy out CDI's interest in the track in Franklin, Ky.

The suit, filed Sept. 18 in Jefferson (Louisville, Ky.) Circuit Court and first reported by the Louisville Courier-Journal, outlines a series of financial dealings between CDI and Kentucky Downs Partners LLC, Kentucky Downs Management LLC, and Kentucky Downs LLC.

Along with Turfway Park, CDI is a minority owner in Kentucky Downs, which has seen its business and revenues soar following the introduction of Instant Racing, a form of electronic gaming in which the outcome is based on previously run horse races. Earlier this year, CDI increased its ownership in Kentucky Downs by investing at least an additional $1 million in the track.

According to the suit, when promissory notes signed issued in 2007 were due to expire this year, Kentucky Downs' majority owners said they wanted the minority partners to convert the debt into a larger share of Kentucky Downs ownership. The CDI suit states that Kentucky Downs could only do that by agreement from the minority owners.

CDI claims in the suit it declined to have its debt converted to equity and retained its right to have Kentucky Downs' majority owners to buy out its ownership stake. The company is seeking a court judgment "requiring Kentucky Downs and/or KDP to purchase Churchill Downs' interest in Kentucky Downs pursuant to terms of the Kentucky Downs operating agreement."

Kentucky Downs president Corey Johnsen said the track has filed suit of its own in Simpson (Franklin) Circuit Court seeking a declaratory judgment interpreting the agreement between the two parties.

THE RACE: Ohio and Florida could be the deciders

It could all boil down to Ohio and Florida.

The two states are the sparkling jewels in the swing-state crown. One or the other ? or both ? could easily end up deciding the Electoral College winner.

Until recently, both states had been leaning Republican, although President Barack Obama carried them in 2008 ? Ohio by five points, Florida by three.

No Republican has ever won the presidency without carrying Ohio.

While Obama headed to New York Monday for the U.N. General Assembly, Romney campaigned in Colorado and planned to join running mate Paul Ryan on Tuesday for the last two days of a three-day Ohio bus tour. Obama campaigns in Ohio Wednesday.

Both candidates crisscrossed Florida last week.

Of the 270 electoral votes needed to win the White House, Florida holds 29 and Ohio 18.

Six weeks out, many major polls show a slight Obama advantage, nationally as well as in Florida, Ohio and several other battleground states.

The president's campaign opened a new ad offensive Monday in Ohio with a television spot blasting Romney's remark at a private fundraiser that "47 percent" of Americans don't pay federal income taxes and expect support from the government.

The ad suggests Romney hasn't "come clean" on his own taxes by still refusing to release returns before 2010.

The Romneys did release their 2011 returns Friday, showing they paid a rate of just 14.1 percent on $13.7 million in income. That's below the rate paid by millions of middle-class wage earners.

Romney put out his own swing-state commercial blaming an alleged lax stance by Obama toward China for the loss of U.S. manufacturing jobs.

Romney acknowledged Sunday he was trailing the president in several key states, but said of the polls: "I know that in the coming six weeks, they're very unlikely to stay where they are today."

Space for sale: Astronauts may decide keepsakes' fates

The first generation of astronauts may soon claim final ownership of the stuff they used in space.

On 19 September the US House of Representatives unanimously passed a bill saying that, except for rocks or other lunar material, all paraphernalia from the Mercury, Gemini and Apollo missions that astronauts took home legally belongs to them. The bill still has to go through the Senate before it becomes law.

Over the years NASA astronauts have held on to pieces of hardware, personal equipment, notes, and other mementos after a mission's end. But in the mid-2000s, NASA started questioning astronauts' ownership of these souvenirs - especially when they tried to sell them.

The issue was highlighted last year when Apollo 13 commander James Lovell, seen above in his official NASA portrait, tried to auction off a checklist he used on the fateful 1970 mission. Lovell had used the list to help guide himself and his crewmates back to Earth after an explosion cancelled their moon landing and threatened their lives.

A bidder at a Dallas space memorabilia auction offered nearly $390,000 for the checklist, which still has the hand-written calculations that Lovell scribbled in it.

Lovell told the Cleveland Plain Dealer that he didn't initially think the list had any value. "I happened to see it leftover in my basement and didn't realize what it was. The auction house did the research."

He said he planned to give the proceeds from the auction to the Astronaut Scholarship Foundation, which funds scholarships for college students majoring in science and engineering. Lovell has previously sold autographs to benefit the foundation.

The Smithsonian National Air and Space Museum already has scores of similar items in its collection, such as deodorant, lip balm, and shaving cream that flew on the space shuttles.

But NASA stepped in and halted the deal, saying Lovell may not have legal rights to sell the checklist. The agency had previously raised a fuss in 1972 over an Apollo 15 astronaut's attempts to sell special stamped envelopes called "covers" that had flown with him to the moon.

Before their mission, the Apollo 11 astronauts had signed hundreds of covers and had friends postmark them on important dates, such as the day of launch or the day of the lunar landing. Even in the pre-eBay world, the astronauts knew those signatures would be valuable - and perhaps of vital use if they didn't make it home. Their families held life insurance in the form of autographs.

"This bill seeks to eliminate any further ambiguity about Apollo-era arteacts that were received by the astronauts," Representative Ralph Hall of Texas, who introduced the bill, said in a statement. "It simply says that astronauts who flew through the end of the Apollo program will be granted full right of ownership of any artefacts received from their missions."

Village's experiment with Chinese democracy sours

WUKAN, China -- One of China's most celebrated experiments in grassroots democracy showed signs of faltering on Friday, as frustrations with elected officials in the southern fishing village of Wukan triggered a small and angry protest.

On the first anniversary of an uprising that gave birth to the experiment, more than 100 villagers rallied outside Wukan's Communist Party offices to express anger at what they saw as slow progress by the village's democratically elected governing committee to resolve local land disputes.

"We still haven't got our land back," shouted Liu Hancai, a retired 62-year-old party member, one of many villagers fighting to win back land that was seized by Wukan's previous administration and illegally sold for development.

The small crowd, many on motorbikes, was kept under tight surveillance by plain-clothed officials fearful of any broader unrest breaking out. Police cars were patrolling the streets.

"There would be more people here, but many people are afraid of trouble and won't come out," Liu told Reuters.

A year ago, Wukan became a beacon of rights activism after the land seizures sparked unrest and led to the sacking of local party officials. That in turn led to village-wide elections for a more representative committee to help resolve the rows.

The Chinese village of Wukan in China's southern Guangdong Province had enough of local government corruption and threw out local party officials earlier this year. Now they are in a tense standoff with security forces who have formed a cordon around the town, cutting it off from the outside world.

Growing pains?
Friday's demonstration was far less heated than the protests that earned Wukan headlines around the world last year. But the small rally reveals how early optimism has soured for some.

Nevertheless, Wukan's elderly village chief and former protest leader, Lin Zuluan, who was voted into office on a landslide, stressed these grievances were natural teething problems with any fledgling democracy.

He stressed his administration had made concrete strides including wresting back 625 acres and implementing clean, legal and open administrative practices including full disclosure of village finances and open tenders for projects.

"At this starting point for Wukan there will definitely exist some problems but it doesn't mean there hasn't been democracy or that we have made major mistakes," he said.

In March, expectations were high in this village, built near a sheltered harbor fringed by mountains, after Lin and his fellow elected leaders pledged to swiftly resolve the land issue.

Villagers defiant as government creates new narrative

Lin said complex land contracts and bureaucratic red-tape were hindering their work, with nearly 700 disputed hectares still unaccounted for.

Some critics say the village committee, which includes several young leaders of last year's protests, lacked administrative experience, failed to engage the public and allowed itself to be out-maneuvered by higher party authorities.

"They were people's heroes," said Chen Jinchao, a villager still trying to get back about 1.6 acres of farmland.

"But now we see them differently. We don't have any new hope. What's the point of electing them if they can't solve the (land) problem?" he added.

Some say recent discord has been partly sown by allies of the former disgraced village leader, Xue Chang, while higher officials in the Shanwei county seat of government remain tangled in shady deals involving hundreds of acres of Wukan land in a new economic development zone.

"If Shanwei's corrupt officials aren't cleaned out completely, it is very difficult for us to move forward," said Zhang Jiancheng, one of the young activists elected onto the village committee.

"Of every 100 things, we may do 50 of them. But people only complain about the 50 things we don't do ... The village committee has been trying to get the land back piece by piece. It's been a very painful process but we must follow legal procedures."

Journalist beatings erase Wukan optimism

With China about to choose new leaders, any further unrest at Wukan could impact Guangdong province's high-flying leader, Wang Yang, hailed as a reformer by some for defusing the Wukan standoff by acceding to key village demands and averting a potentially bloody crackdown.

Some villagers have spoken of marching again and putting real pressure on county and provincial authorities.

"In the end, if they really force us to the very limits, it will be like a volcano exploding," said a senior villager who asked not to be named. "You can't control it."
