Nasty weather threatens Gulf Coast for Christmas

NEW ORLEANS (AP) ? Nasty weather, including a chance of strong tornadoes and howling thunderstorms, could be on the way for Christmas Day along the Gulf Coast from east Texas to north Florida.

The storms held off long enough, though, to let Christmas Eve bonfires light the way for Pere Noel along the Mississippi River, officials said.

Farther north, much of Oklahoma and Arkansas were under a winter storm warning, with freezing rain, sleet and snow expected on Christmas. A blizzard watch is out for western Kentucky. And no matter what form the bad weather takes, travel on Tuesday could be dangerous, meteorologists said.

The storms could bring strong tornadoes or winds of more than 75 mph, heavy rain, quarter-sized hail and dangerous lightning in Louisiana and Mississippi, the National Weather Service said. The worst storms are likely from Winnsboro, La., to Jackson and DeKalb, Miss., according to the weather service's Jackson office.

"Please plan now for how you will receive a severe weather warning, and know where you will go when it is issued. It only takes a few minutes, and it will help everyone have a safe Christmas," said Mississippi Gov. Phil Bryant.

In Alabama, the director of the Emergency Management Agency, Art Faulkner, said he was briefing both local officials and Gov. Robert Bentley on plans for dealing with a possible outbreak.

Forecasters said storms would begin near the coast and spread north through the day, bringing with them the chances of storms, particularly in central and southwest Alabama. No day is good for severe weather, but Faulkner said Christmas adds extra challenges because people are visiting unfamiliar areas. Also, people are more tuned in to holiday festivities than their weather radio on a day when thoughts typically turn more toward the possibility of snow than twisters, he said.

"We are trying to get the word out through our media partners and through social media that people need to be prepared," Faulkner said

Meteorologists also recommended getting yards ready Monday, bringing indoors or securing Christmas decorations, lawn furniture and anything else that high winds might rip away or slam into a building or car.

"Make sure they're all stable and secure ? that there's not going to be any loose wires blowing around and stuff like that," or bring them inside, said Joe Rua, with the National Weather Service in Lake Charles, where storms were expected to roar in from Texas after midnight.

In the New Orleans suburb of Metairie, Timothy J. Babin said the 10 or so wire Christmas sculptures in his yard and more than 180 plastic figures in his mother's yard are staked down.

Dozens of toy soldiers, a nativity scene, Santa and nine reindeer (don't forget Rudolph), angels, snowmen and Santa Clauses fill the yard of his mother, Joy Babin.

"From a wind standpoint, we should be fine unless we're talking 70, 80, 90 miles an hour," Timothy Babin said.

On Christmas Eve, more than 100 log teepees for annual bonfires are set up along the Mississippi River in St. James Parish, which is a bit more than halfway from New Orleans to Baton Rouge, and about 20 in St. John the Baptist Parish, its downriver neighbor, parish officials said. Most are 20 feet tall, the legal limit.

Fire chiefs and other officials in both parishes decided to go ahead with the bonfires after an afternoon conference call with the National Weather Service.

The bad weather was expected from a storm front moving from the West Coast crashing into a cold front, said weather service meteorologist Bob Wagner of Slidell.

"There's going to be a lot of turning in the atmosphere," he said.

In California, after a brief reprieve across the northern half of the state on Monday, wet weather was expected to make another appearance on Christmas. Flooding and snarled holiday traffic were also expected in Southern California.

Ten storm systems in the last 50 years have spawned at least one Christmastime tornado with winds of 113 mph or more (F-2) in the South, Chris Vaccaro, a National Weather Service spokesman in Washington, said in an email. The most lethal were the storms of Dec. 24-26, 1982, when 29 tornadoes in Oklahoma, Missouri, Arkansas, Tennessee and Mississippi killed three people and injured 32; and those of Dec. 24-25, 1964, when two people were killed and about 30 people injured by 14 tornadoes in seven states.

Farther north, some mountainous areas of Arkansas' Ozark Mountains could see up to 10 inches of snow, the weather service said Monday. Precipitation is expected to begin as a mix of rain and sleet early Tuesday in western Oklahoma before changing to snow as the storm pushes eastward during the day. The weather service warned that travel could be "very hazardous or impossible" in northern Arkansas, where 4 to 6 inches of snow was predicted.

Out shopping with her family at a Target store in Montgomery, Ala., on Christmas Eve, veterinary assistant Johnina Black said she wasn't worried about the possibility of storms on the holiday.

"If the good Lord wants to take you, he's going to take you," she said.

We knew Xiaomi's keen to bring its phones out of China and into the European market, but before taking that long-haul flight, the Chinese company is going to make a couple of stops in Asia. According to the latest updates on the company's Twitter feed and a freshly-made Facebook group (under "Xiaomi Asia"), the Xiaomi Phone 2 will be hitting Hong Kong and Taiwan "in the near future," and folks living in those two regions can enter a draw for a chance to become a guinea pig help test the phone's localized MIUI ROM (in traditional Chinese, naturally) ahead of launch. CEO Lei Jun had previously stated that his company would expand into Hong Kong, Taiwan and Singapore by the end of this year, but due to the overwhelming demand of Qualcomm's 28nm chipsets throughout the year, it's unlikely that Xiaomi can realize its original plan in time. Regardless, from what we know, Xiaomi may partner with Chunghwa Telecom to sell the Xiaomi Phone 2 in Taiwan, whereas in Hong Kong it may utilize the same old online direct sale model to begin with -- unlike Meizu who has a physical shop in the city, as well as a partnership with local carrier PCCW. Now, how about a full schedule for your world domination, Mr. Lei?

Rockets fired at airport in Pakistan, 2 killed

PESHAWAR, Pakistan (AP) ? Officials say militants have fired three rockets at an airport in the northwestern Pakistani city of Peshawar, killing two people and wounding 30 others.

Senior government official Mian Iftikhar Hussain says a gunbattle broke out between security forces and militants out after the rocket attack Saturday night and is still ongoing. Hussain is the information minister in Khyber Pakhtunkhwa province, where Peshawar is the capital.

Local hospital official Umar Ayub says two people were killed and 30 wounded in the attack, including women and children. Four of the wounded are in critical condition.

Peshawar is located on the edge of Pakistan's tribal region, the major sanctuary for al-Qaida and Taliban militants. The city has been attacked repeatedly in the past few years, but an attack on the airport is rare.

Emotion in voices helps capture listener's attention, but in the long run the words are not remembered as accurately

Dec. 11, 2012 ? Does the emotion in our voice have a lasting effect? According to Annett Schirmer and colleagues from the National University of Singapore, emotion helps us recognize words quicker and more accurately straight away. In the longer term however, we do not remember emotionally intoned speech as accurately as neutral speech. When we do remember the words, they have acquired an emotional value; for example words spoken in a sad voice are remembered as more negative than words spoken in a neutral voice.

The study, looking at the role of emotion in word recognition memory, is published online in Springer's journal, Cognitive, Affective & Behavioral Neuroscience.

In anger, sadness, exhilaration or fear, speech takes on an urgency that is lacking from its normal even-tempered form. It becomes louder or softer, more hurried or delayed, more melodic, erratic or monotonous. And this emotional speech immediately captures a listener's attention. Schirmer and colleagues' work looks at whether emotion has a lasting effect on word memory.

A total of 48 men and 48 women listened to sadly and neutrally spoken words and were later shown these words in a visual test, examining word recognition and attitudes to these words. The authors also measured brain activity to look for evidence of vocal emotional coding.

Their analyses showed that participants recognized words better when they had previously heard them in the neutral tone compared with the sad tone. In addition, words were remembered more negatively if they had previously been heard in a sad voice.

The researchers also looked at gender differences in word processing. They found that women were more sensitive to the emotional elements than men, and were more likely than men to recall the emotion of the speaker's voice. Current levels of the female sex hormone estrogen predicted these differences.

Schirmer and team conclude: "Emotional voices produce changes in long-term memory, as well as capturing the listener's attention. They influence how easily spoken words are later recognized and what emotions are assigned to them. Thus voices, like other emotional signals, affect listeners beyond the immediate present."

So did the legs.

Giants quarterback Eli Manning bounced back from a rough stretch before the bye, but the truth is, he wasn?t all that different than he always has been.

He?s always been pretty good, even if he hasn?t been as well-regarded as others.

Manning led the Giants to a clean and thorough 38-10 thrashing of the Packers, to improve to 7-4 on the season.

He was 16-of-30 passing for 249 yards and three touchdowns, and showed some nerve (if not excellent judgement) by rushing for a first down early, and not sliding.

It was the kind of night he needed after a rough stretch before the bye. He used the time off to rest his arm (which, for the record, seemed fine) and clear his head by watching classing movies, such as ?Road House.? Like Patrick Swayze?s character Dalton, who people constantly underestimate by saying ?I thought you?d be bigger,? Manning?s had a harder time fighting perceptions than opposing defenses.

Manning threw his 200th career touchdown pass in the third quarter, passing Phil Simms for most in Giants franchise history. Simms can parse it however he chooses, the guy who spent his career being the little brother is elite.

And if he?s not, it?s the definition of the word that needs a second look.

Here are five more things we learned during Sunday Night Football:

1. As long as Aaron Rodgers is your quarterback, there?s a ceiling on how often you want the ball out of his hands.

But there?s a difference between not wanting to run and not being able to. The Packers are stuck on not being able to.

Having a philosophy is fine. But there will be nights when good teams can game-plan your strengths out of your hands, and you have to have a Plan B. The Packers Plan B is simply ?throw some more? and that didn?t get them anywhere.

2. Giants defensive coordinator Perry Fewell has interviewed for head coaching jobs before.

He will again, and the Giants better enjoy him while they can.

Fewell (who was the runner-up to Ron Rivera for the Carolina job two years ago, and might have another chance soon) had the Giants defense humming after the bye week, constantly throwing new looks at the Packers.

He opened the game in a three-safety set, with the return of Kenny Phillips. That Stevie Brown had played well in Phillips? absence made it reasonable, but they weren?t through tweaking. At one point, they threw safety Will Hill out there with Phillips, Brown and Antrel Rolle.

Coupled with the sheer talent they have up front, that gives Fewell the ability to tinker, and he?s proving he knows how to move the pieces around.

Phillips wasn?t able to finish the game with a knee injury, so Fewell?s ability to improvise will be tested again. He?s up to it.

3. In the third quarter, the Giants dropped Rodgers for the 36th time this season.

That?s the same number he absorbed last season, and there are five more games left to play.

The Packers line has been a hash all year, but losing right tackle Bryan Bulaga might have been a last-straw situation, putting multiple guys in bad positions.

In addition to getting some guys well, the Packers need to invest in blockers this offseason, which could add some balance to the offense as well as keeping Rodgers on his feet if he?s going to throw on practically every play.

4. Maybe practice is overrated.

Ahmad Bradshaw, who basically shows up for work on Sunday, ran well Sunday night. Taking the screen pass 59 yards early was one thing, but the burst he showed on his 13-yard touchdown run made him look like a guy who was tired of losing short-yardage carries to Andre Brown.

Bradshaw?s foot issues have obviously robbed him of some of his burst, but he can still get the job done, thanks in part to the fact they?re willing to use him smartly.

5. Perhaps Packers coach Mike McCarthy was giving his kicker a chance to hit a home run, to regain some confidence.

But letting embattled Mason Crosby try his first one from 55 yards in a stadium not known for its consistent conditions wasn?t the best bet to get him back on tack.

Naturally, Crosby missed.

He entered the game 11-of-18 on field goals this season, having missed five of his previous 10. He came back to hit a 28-yarder, but he?s well off his career pace, and you wonder how many chances he?ll get.

It also gave the Giants a short field, and they scored in a hurry to go up 14-7 in the first quarter, and they never looked back.

FIRST and foremost, this author would like to apologize to our dear readers and friends for the delay of the appearance of this article, which for all the high-tech advantages of computers and gadgets, got lost in transit. At any rate, it is our fervent hope that the delay has not at all, diminished the enthusiasm and interest of our beloved women of menopausal age, including their anxious husbands.

Our health columnist-colleague Ms. Sara T. Poumerol says that doctors prescribe HRT for two major reasons; relief of menopausal complaints, in which treatment is given for two to three years and then tapered off; and/or protection against osteoporosis and other long term ailments. Women have a variety of treatments from which to choose.

Women who have had hysterectomy (removal of the uterus) together with her two ovaries are often given estrogen therapy. Otherwise, most women use a combination of two hormones (estrogen and progesterone) to counter the negative effect of estrogen on the uterus. Relief of urogental signs and symptoms is also available in estrogen vaginal suppositories, cream and the so-called vaginal ring.

Today, doctors and psychologists as well as marriage counselors understand the more complex nature of the maintenance of libido (sexual urge and desire) of women, even in their menopausal stage. Female sexual urges, as well as the male libido is activated by male sex hormones or androgens. Women naturally produce androgens during their 20s and 30s ? more than their output of estrogens. A new formulation that combines male and female hormones (estrogen-androgen combination) replaces the lost androgens in menopausal women providinga big boostto their sexual drive and a significant improvement in their mood and energy level, thus improving their quality of life. Some researchers have shown that when taken for over five years, HRT might boost a woman?s chance of getting breast cancer by 30 to 40%. The data so far are not compelling nor consistent for a strong link between HRT and breast cancer. At that time, the medical world recommended against prescribing conventional HRT for women at high risk for breast cancer (if she has a mother, sister or daughter with premenopausal breast cancer.

Nowadays, the thinking and the attitude has changed. Many medical societies have discovered that based on experience and research, the benefits of HRT greatly outweighed the risks, unless the woman has two family relatives with breast cancer. Besides, some researchers believe that estrogen may actually benefit women who have already survivedbreast cancer.

As a personal rejoinder, this author strongly advise every woman, of menopuasal vintage, to consult their family physician and make informed co decisions before their consent is given to undergo hormone replacement therapy.

Improbable Fiction at Theatre 3. A review | The RiotACT

Last night GoosePig and I fronted up to Theatre 3 to see the opening night of Canberra Rep?s latest outing, Alan Ayckbourn?s Improbable Fiction.

The theatre was filled to capacity, the set was jaw-droppingly good, and then the bad news.

One of the lead characters, Brevis, had been replaced at short notice for health reasons.

An already tricky play robbed of impetus while last minute replacement Andrew Kay struggled stoically through having to read his lines.

The performance wasn?t helped by asking six Canberra actors to try and pull off the same English regional accent.

The play could easily have been transplanted to the likes of Bowral or Moss Vale without losing anything.

But instead the accents alone took us on a journey from France to Wales with occasional diversions to Pakistan.

And then there was the first act where GoosePig was blessed by sleep while your correspondent slogged manfully on.

The whole of the first part was devoted to an unlikeable meeting of a mostly unlikeable writers? group.

Sure it set the characters up, but they were pretty crude stereotypes.

The butch lesbian, the fragile beaten wife, the nerd with poor social skills, the eager to please larger lady, the ageing technical writer caring for his dying mother, the beautiful young woman improbably impressed by writers, the ill-tempered misogynist curmudgeon.

There, done, pieces on the board. Didn?t need an hour did it?

It seems it did.

The second act was a mashup of three short mystery stories aping the styles of the bad writers introduced in the first act.

The humour is therefore largely derived from laughing at the poor writing. A joke that wore thin for this reviewer as the play dragged on into the third hour.

If you?re a fan of mystery stories (your correspondent is not) then it could well be your cup of tea.

As it was the second act was where my own eyes got heavy.

It did however, give the actors lots of scope to chew up the scenery and stride the boards.

Having said that, as Andrew Kay gets up to speed with the crucial role of Brevis I can imagine the work really picking up some oomph.

So maybe wait a little later in the run before giving it a go.

Improbable Fiction is running at Theatre 3 until 8 December 2012.

Scientists describe elusive replication machinery of flu viruses

Scientists at The Scripps Research Institute (TSRI) have made a major advance in understanding how flu viruses replicate within infected cells. The researchers used cutting-edge molecular biology and electron-microscopy techniques to "see" one of influenza's essential protein complexes in unprecedented detail. The images generated in the study show flu virus proteins in the act of self-replication, highlighting the virus's vulnerabilities that are sure to be of interest to drug developers.

The report, which appears online in Science Express on November 22, 2012, focuses on influenza's ribonucleoprotein (RNP). RNPs contain the virus's genetic material plus the special enzyme that the virus needs to make copies of itself.

"Structural studies in this area had stalled because of the technical obstacles involved, and so this is a welcome advance," said Ian A. Wilson, the Hansen Professor of Structural Biology at TSRI and senior author of the report with TSRI Professors of Cell Biology Bridget Carragher and Clint Potter. "The data from this study give us a much clearer picture of the flu virus replication machinery."

Unveiling the Mystery of RNPs

At the core of any influenza virus lie eight RNPs, tiny molecular machines that are vital to the virus's ability to survive and spread in its hosts. Each RNP contains a segment?usually a single protein-coding gene?of the RNA-based viral genome. This viral RNA segment is coated with protective viral nucleoproteins and has a structure that resembles a twisted loop of chain. The free ends of this twisted loop are held by a flu-virus polymerase enzyme, which handles the two central tasks of viral reproduction: making new viral genomic RNA, and making the RNA gene-transcripts that will become new viral proteins.

Aside from its importance in ordinary infections, the flu polymerase contains some of the key "species barriers" that keep, for example, avian flu viruses from infecting mammals. Mutations at key points on the enzyme have enabled the virus to infect new species in the past. Thus researchers are eager to know the precise details of how the flu polymerase and the rest of the RNP interact.

Getting those details has been a real challenge. One reason is that flu RNPs are complex assemblies that are hard to produce efficiently in the lab. Flu polymerase genes are particularly resistant to being expressed in test cells, and their protein products exist in three separate pieces, or subunits, that have to somehow self-assemble. Until now, the only flu RNPs that have been reproduced in the laboratory are shortened versions whose structures aren't quite the same as those of native flu RNPs. Researchers also are limited in how much virus they can use for such studies.

The team nevertheless managed to develop a test-cell expression system that produced all of the protein and RNA components needed to make full-length flu RNPs. "We were able to get the cells to assemble these components properly so that we had working, self-replicating RNPs," said Robert N. Kirchdoerfer, a first author of the study. Kirchdoerfer was a PhD candidate in the Wilson laboratory during the study, and is now a postdoctoral research associate in the laboratory of TSRI Professor Erica Ollmann Saphire.

Kirchdoerfer eventually purified enough of these flu RNPs for electron microscope analysis at TSRI's Automated Molecular Imaging Group, which is run jointly by Carragher and Potter.

Never Seen Before

The imaging group's innovations enable researchers to analyze molecular samples more easily, in less time, and often with less starting material. "We were able, for example, to automatically collect data for several days in a row, which is unusual in electron microscopy work," said Arne Moeller, a postdoctoral research associate at the imaging group who was the other first author of the study.

Electron microscopes make high-resolution images of their tiny targets by hitting them with electrons rather than photons of light. The images revealed numerous well-defined RNP complexes. To Moeller and his colleagues' surprise, many of these appeared to have new, partial RNPs growing out of them. "They were branching?this was very exciting," he said.

"Essentially these were snapshots of flu RNPs being replicated, which had never been seen before," said Kirchdoerfer. These and other data, built up from images of tens of thousands of individual RNPs, allowed the team to put together the most complete model yet for flu-RNP structure and functions. The model includes details of how the viral polymerase binds to its RNA, how it accomplishes the tricky task of viral gene transcription, and how a separate copy of the viral polymerase assists in carrying out RNP replication. "We're now able to take a lot of what we knew before about flu virus RNP and map it onto specific parts of the RNP structure," said Kirchdoerfer.

The new flu RNP model highlights some viral weak points. One is a shape-change that a polymerase subunit?which grabs viral RNA and feeds it to the polymerase's active site on a second subunit?has to undergo during viral gene transcription. Another is key interaction between the polymerase and viral nucleoproteins. Flu RNPs are long and flexible, curving and bending in electron microscope images; and thus the structural model remains only modestly fine-grained. Maybe bisexual? : Sexuality Forum - Psych forums

First let me lead by saying I don't think this properly belongs in a sexual "disorder" forum, but not sure where else to post it. I'm a 23 year old male, by the way.

Basically I know that I am attracted sexually to women, have had several relationships with women, have satisfying sexual relations with ladies, etc. Also though, I've had several gay guy friends who have seemed attracted to me. I've not had a problem with this, and have considered what it might be like to be in a relationship with a man. I'm not sure if it's just that I'm open-minded about sexuality, because I don't become aroused thinking about other men in a sexual way in a straightforward sense. It's like... I sometimes feel attracted to particular men, but not in a way that is necessarily sexual (if that makes sense?). At the same time, I sometimes feel that maybe I am bi-sexual and that, growing up in a heteronormative society, I've just been conditioned not to explore that side of things.

Basically, I know that I'm attracted to women sexually, but I also feel that I might be attracted to men as well, but I haven't really had a chance to explore that possibility. It could just be curiosity; I know several comfortably gay men who have experimented with women but who are, obviously, not straight. I'm also about 2 months removed from a relatively long-term relationship, so I could just be feeling experimental.

But I guess my question is: what should I do? Is there a way to explore this? I feel like it'd be strange at the least, and possibly offensive, to tell a gay friend I'd like to "experiment" or something like that. Or if things started happening and I freaked out, I might hurt someone's feelings. I'd be glad to hear your thoughts on this.

EU budget talks dim after gesture to French, Poles

BRUSSELS (Reuters) - Prospects of a deal on the European Union's long-term budget dimmed on Friday after a fresh compromise proposal offered concessions to France and Poland but ignored British and German demands for deeper overall spending cuts.

European Council President Herman Van Rompuy, chairing a summit of EU leaders to decide on a 2014-2020 budget worth about 1 trillion euros, bowed to pressure from French President Francois Hollande and his Polish counterpart to scale back proposed cuts to farm subsidies and regional development funds.

British and German officials said that made a budget deal this week more remote.

France and Poland respectively are the top recipients of EU Common Agricultural Policy (CAP) subsidies and regional aid money, known in EU jargon as cohesion funds. Jointly, the two spending programs consume more than two-thirds of the bloc's annual 130 billion euro ($167.50 billion) outlay.

Van Rompuy's latest proposal made no further reduction in the overall budget size, according to a document seen by Reuters.

German Chancellor Angela Merkel told reporters after a first day of mostly one-on-one meetings that positions were still far apart and a deal this week seemed unlikely.

"I believe that we will move forward a little tomorrow but I have my doubts that we will achieve a result," she said. "There is a high likelihood of a second stage."

A British official said it was clear there was a long way to go before leaders agreed on "the right EU budget deal".

The compromise restored about 8 billion euros out of 25 billion earlier cut from farm spending, and more than 10 billion euros out of 25 cut from cohesion funds, while keeping the total reduction from original European Commission blueprint at about 80 billion euros.

Hollande said there had been progress, but it was not yet satisfactory and France wanted more farm payments restored.

To maintain the overall level of cuts, the proposal included deeper reductions to EU funds for research, overseas spending and cross-border telecommunications and energy infrastructure.

Germany wants further cuts of about 30 billion euros, while Britain, Sweden and the Netherlands are seeking an additional reduction of between 50 and 75 billion, officials said.

British demands for cuts to the pay and perks of EU officials - regarded by some as overly generous compared with national civil servants - were ignored in the compromise.

In a private meeting with Van Rompuy earlier on Thursday, Cameron outlined measures he said would cut some 6 billion euros from the bloc's administration bill, including raising the retirement age for most EU bureaucrats from 63 at present to 68.

After briefly outlining his latest plan to the leaders, Van Rompuy suspended the talks shortly after midnight until noon (1100 GMT) on Friday.

The negotiations could last into Saturday or Sunday if there is a chance of a deal, and several leaders have cleared their weekend schedules to allow for extended horse-trading.

Failure to strike a deal would add to the impression that EU leaders are unable to take decisive action when needed, after endless rounds of wrangling to resolve the euro zone's long-running debt crisis over the past three years. It would further damage the EU's image with its 500 million citizens.

TOXIC DEBATE

The depth of Europe's debt crisis has made the perennial arguments over farm subsidies and rebates all the more bitter, with negotiators now contemplating the first ever real terms decline in future EU spending.

Gone are any hopes poorer EU states may have had of an increase in funds to cement the bloc's eastward expansion over the last decade. Calls to refocus limited EU resources on new growth-oriented areas have been largely ignored as countries scramble to defend traditional spending areas.

The current budget framework was agreed in 2005 in the midst of a credit-fuelled economic boom, and set a maximum limit of 1.034 trillion euros on EU financial commitments for the period 2007-2013 - equivalent to about 1 percent of EU output.

The Commission initially demanded a roughly 5 percent increase in spending for 2014-2020, equal to 1.091 trillion euros. But this has already been reduced to 1.01 trillion euros under Van Rompuy's compromise, and is expected to dip below the trillion euro mark in the final reckoning.

One issue negotiators fear could derail the talks is toxic debate surrounding Britain's budget rebate, worth 3.5 billion euros last year. Margaret Thatcher won the annual refund in 1984 to reflect the lower share of farm subsidies received by Britain compared with France, Italy and others.

EU officials accept that Cameron cannot win the support of Britain's euro-sceptic parliament for any deal that scraps the rebate, and even a proposal to reduce its value may have to be abandoned to win Britain's backing at the summit, at the risk of further alienating other countries.

Cameron has threatened to veto a deal unless it is good for British taxpayers. But another veto, less than a year after he blocked a treaty change to allow stricter fiscal discipline in the euro zone, would further isolate Britain in Europe and could increase pressure for it to leave the EU.

"Many countries are asking themselves what the hell is happening with Britain? Is it on its way out? In which case, why should we make major concessions?" said one EU official at the summit, speaking on condition of anonymity.
